文帝当年下命令翻译文言文还配注释

原文：

汉文帝时，有诏令天下翻译各地方言文字，以通上下之情。诏曰：“夫言语不通，则事理不达；文字不一，则政令不行。朕欲使天下百姓，无论身处何方，皆能明白朕之诏令，朕亦能知晓百姓之心声。故令天下通晓翻译之术者，将各地方言文字译为汉文，以利政事。”

注释：

1. 汉文帝： 指西汉的汉文帝刘恒，公元前180年-前157年在位，是汉朝的第五位皇帝。

2. 诏令： 皇帝发布的命令。

3. 天下： 指全国，整个国家。

4. 翻译： 将一种语言或文字的意思用另一种语言或文字表达出来。

5. 各地方言文字： 指中国各地不同的语言和文字。

During the reign of Emperor Wen of Han, an edict was issued throughout the empire to translate various local dialects and scripts into the Chinese language to facilitate communication between the emperor and the people. The edict stated: "When languages are not understood, matters cannot be clearly conveyed; when scripts are not uniform, decrees cannot be effectively implemented. I wish for all the people in the empire, regardless of where they are, to be able to understand my decrees and for me to understand the sentiments of the people. Therefore, I have ordered those skilled in translation to translate various local dialects and scripts into Chinese to benefit governance."
